Unpad Researches Legal Document Governance, Supports Legal Certainty in PTKIN

BANDUNG – Students and lecturers from the Library and Information Science (PSI) Study Program at Fikom Unpad, Zulfikar Akbar, Prijana, M.Si., and Dr. Saleha Rodiah, have successfully published a scientific article titled “Governance of Legal Documents Based on Integration with the Legal Documentation and Information Network.” Conducted in Bandung in 2024, this research focuses on the importance of managing legal documents integrated with the Legal Documentation and Information Network (JDIH), particularly within the State Islamic Religious Colleges (PTKIN) environment. The goal is to support legal certainty through a structured and easily accessible information system.

The study used a qualitative approach with a case study method to describe the process of integrated legal document governance in PTKIN. Data was collected through observation, interviews, and document analysis from four selected informants. The data analysis process included data reduction, data presentation, and conclusion drawing, ensuring comprehensive results.

The main findings of this research indicate that the legal document management at UIN Sunan Gunung Djati Bandung has implemented three elements in accordance with Permenkumham RI No. 8/2019: abstraction, processing, and reporting. This integration process was carried out in four phases, from preparing the terms of reference to the official release of the UIN SGD JDIH website. UIN Sunan Gunung Djati Bandung is the first PTKIN in Indonesia to successfully integrate its system with the JDIH.

The study concludes that the integration of legal document governance with the JDIH through these three major stages can serve as a reference for other PTKINs. This step ensures the availability of accurate and up-to-date legal information, which is crucial for supporting institutional and public decisions.

This research also aligns with two Sustainable Development Goals (SDGs). First, SDG 16 (Peace, Justice, and Strong Institutions), which emphasizes the importance of effective, accountable, and transparent institutions. The integration of legal documents is a concrete step towards transparency. Second, SDG 9 (Industry, Innovation, and Infrastructure), which encourages innovation and resilient infrastructure. The development of this integrated system is an innovation in information governance that strengthens the legal infrastructure.
